[Anglican Mainstream] 3 Nov 2007--The Church of England moved to quash reports that bishops are in danger of losing ultimate control of their dioceses if foreign bishops are appointed from overseas provinces as a solution to the ongoing row over homosexuality. According to a report in the Sunday Telegraph, the Anglican Covenant which is being drawn up in an effort to prevent a split in the worldwide Communion, could potentially allow foreign bishops to have oversight over English parishes.

Concerning such interventions the document reads: “This needs to maintain the principle that such interventions should not normally take place, whilst allowing for the possibility of properly authorised schemes of pastoral oversight involving bishops from other churches when these are required in extraordinary circumstances.” There has been speculation that this could ‘undermine the authority of diocesan bishops’.
