New Covenant Anglican Church is affiliated with the Anglican Mission in the Americas according to its website. Shriner may be incorrectly identified as an Episcopalian priest. However, he is not listed as a member of the church staff on the website. There is the possibility that he may not have formally transferred to the AMiA.

The rector at New Covenant is Carl Buffington. I've visited there many times. It's a "conservative" charismatic church that dumbs down doctrine, etc. Evangelical liberalism is something like "broad church" in the old lingo.
