[Telegraph] 17 Feb 2007--The new report has been seen as a masterstroke by Dr Williams, who has robbed the conservatives of much of their momentum and morale.

If indeed it is a "masterstroke" by Dr. Williams, it may in the long term cost him dearly. To accept The Episcopal Church's appearance of compliance to the recommendations of the Windsor Report as actual compliance, is only going to exacerbate the global South's growing disenchantment with the leadership of Canterbury.
