Memorandum: Review of the Constitutional Crisis 2007 (the Bishops’ Report)

[Stand Firm] 21 Sep 2007--I have had an opportunity to do a single, but relatively close reading of this paper by Bishop Tennis and others. This paper was developed for presentation at your upcoming ROB meeting and may be influential in how the ROB frames its response to the Communiqué. The approach taken is described as a theological analysis, but one undertaken with a legal background and methodology. It purports to offer a context and way of thinking about the conflict without an explicit solution. Indeed, it seems to suggest that the conflict can only be resolved by patience over a long period of time, discussion, and study without a specific set of criteria or direction. To date, the writers argue the issues have been misframed, setting up the impossibility of resolution. Their report seeks to identify and properly state the real issues.
